NORWALK — With virtually no debate, the House of Representatives has approved legislation aimed at preventing teachers and administrators who lost their jobs after sex-abuse claims to obtain similar employment in other school districts. The bill, the result of recent sex scandals in public schools throughout the state, particularly in Stamford, would prohibit the hiring of applicants who had been fired or reassigned for failing to report abuse of children.
