CONCORD – A bill that would exempt most cigars from the state’s tobacco tax was vetoed Friday by Gov. Maggie Hassan. House Bill 1208 made technical changes to the state’s tobacco tax statutes including refining definitions, clarifying the tobacco stamp process and what constitutes unauthorized sales, and setting new record keeping requirements. The changes in statutes were requested by the Department of Revenue Administration and Hassan has long pushed for tax parity among tobacco products such as cigars, and pipe and chewing tobacco. However, the bill also exempted cigars that cost more than $2 from the tax. The state has long had an exemption for high-end, premium cigars, but not for general sales cigars.
