MONTPELIER - When the last gavel fell on Gov. Peter Shumlin’s last legislative session, he struck a congratulatory tone despite several attempts at legacy accomplishments that had come up short. “Because of your tripartisan work since January,” Shumlin told lawmakers in a late-night speech, “we’ve passed legislation together that is worthy of the trust that voters place in us.” At the start of the session, Shumlin hoped to be able to sign bills that would legalize recreational marijuana, get state investments out of the coal business, infuse much-needed money into Medicaid with a new tax and offer free college classes. As winter turned to spring and proclamations turned into numbers, Shumlin’s ambitious new proposals largely gave way to adjustments for existing programs.
