MONTPELIER - Legislators resolved their differences over money this year with little drama, aided by a more palatable election-year revenue and budget package. Outgoing Gov. Peter Shumlin’s headline proposal for a new $17 million tax on independent doctors and dentists to support Medicaid was virtually dead on arrival at the Statehouse in January. But another of the governor’s revenue ideas became key to the budget. Shumlin had proposed raising fees on mutual fund registrations to pay for college savings accounts for Vermont children. The Legislature dropped the savings accounts, but kept the mutual fund registration fees — and increased them.
