The General Assembly saved the 2016 term's top priorities for the final days and struggled Tuesday to reach deals on most of them. The Republican-led Senate rejected separate measures to reclassify how the state collects fees paid by hospitals and create a primary for the 2020 presidential election. And the Democratic-controlled House jettisoned a $3.5 billion bond package for transportation and a proposal to study how construction defects laws are hurting the condominium housing market.
