Bill to keep taxpayer refunds denied by Colorado Senate RepublicansDENVER - More than two years of debate over the governor's plan to retain taxpayer refunds to fund transportation and education projects ended unceremoniously Tuesday when Senate Republicans rejected the plan. "I think the debate has been what is the appropriate role of government, what is the appropriate size of government," said Sen. Owen Hill, R-Colorado Springs, moments before voting against House Bill 1420. "This bill comes down to a rather simple analysis for me and that basic question is ... have we earned the voters' trust that we can spend additional money well and candidly? I think the answer is no." The bill essentially would have turned a hospital provider fee collected by the state into an enterprise fund that could focus on transportation and education needs.
