DENVER — A bill to turn the state’s hospital provider fee program into a state enterprise wasn’t the only major bill to die in the Colorado Legislature on Tuesday, a day before this year’s session is set to end today. While Republicans were doing that in the Senate, where they have a one-vote majority, Democrats who control the House were killing a proposed ballot measure to ask voters for permission to issue up to $3.5 billion in bonds to pay for various transportation projects. That idea, a repeat of a similar proposal that the Legislature defeated last year, was designed to address the state’s funding issues when it comes to roads and bridges. But Democrats said they didn’t care for it, primarily because there was no guarantee that the state had the money to pay off those bonds. The cost for that would be nearly $5.5 billion.
