Des Moines police, with the help of the Bureau of Alcohol, Tobacco, Firearms and Explosives, have arrested two teenage suspects in connection with the Friday shooting death of a Kent man in an apartment complex parking lot. Police Master Sgt. Doug Jenkins said a motive for the homicide has not been determined, but police believe the two suspects and the victim were in a confrontation just before the shooting, which occurred in the 22800 block of 30th Avenue South around 6:30 p.m. The victim, who suffered a gunshot wound to the torso, has been identified as Carl Phelps Jr., 41, by the King County Medical Examiner’s Office. The suspects, ages 14 and 15, were arrested Monday in Des Moines and Jenkins said detectives recovered a firearm believed to have been used in the slaying.
