Police say a 33-year-old Kokomo man tattooed an 11-year-old boy without permission from his parents. Police learned about the incident after the boy’s father reported his son received a tattoo on his right heel from Ted Williamson during a visit to his mother’s home, according to a probable-cause affidavit. The father first reported the incident to the Howard County Child Protection Services, which referred him to police to pursue charges. The father told police the boy received the tattoo from Williamson out of an apartment on the 300 block of East Walnut Street, and was concerned the instruments were not properly sterilized and the needles were dirty.
