Arkansas attorney general rejects wording of casino ballot measure
LITTLE ROCK — Attorney General Leslie Rutledge has rejected the wording of a proposed ballot measure aimed at allowing three casinos to operate in Arkansas.
Rutledge on Thursday rejected the proposed constitutional amendment authorizing the casinos to operate in Boone, Miller and Washington counties. Rutledge's certification is required before supporters of the measure can begin gathering signatures to try and put the proposal on the November ballot.
The proposal calls for the casinos to be operated by three limited liability corporations and would set up a five-member commission appointed by the governor to regulate them. It also would require the casinos to pay the state an 18 percent tax on net gambling receipts.
Rutledge cited ambiguities in the proposal's text and a lack of a complete summary of it in the ballot title.
