COLUMBIA — A state senator plans to push a House-passed moped safety bill in the Senate's final weeks, but it could be blocked over objections that the bill would be too costly for the working poor. The legislation, years in the making, would require moped operators to be licensed, insured and for the first time fall under traffic laws that govern other vehicle operators. Sen. Greg Hembree, an Horry County Republican and former prosecutor, said he hopes those who have opposed moped regulation in the past will look at the bill's impact on safety. "At the end of the day, we're trying to save lives," he told The Greenville News. "If a moped hits a car, the moped driver is the one who is going to get hurt or killed and that's what we're seeing.
