The Baker administration is suspending spending on everything from consultants to prepaid postage, according to a state memo that comes as state officials grapple with a mid-year budget gap that could reach into the hundreds of millions. Kristen Lepore, the administration's budget chief, told state employees that, starting today, she is banning new spending on "non-essential" services and items, citing lagging tax revenues that are running $260 million below expectations. Senate President Stanley Rosenberg said this week the budget-gap could ultimately stand at about $200 million, though administration officials have yet to identify a number. The so-called "spending controls" Lepore ordered affect purchases of supplies, prepaid postage, special projects that are not "time-sensitive," and computer and telephone upgrades that she said aren't critical to an office's operations.
