A package of toll scofflaw bills sought by the Rhode Island Turnpike and Bridge Authority are moving slowing through the General Assembly and drawing questions about whether they might apply to the state's planned truck toll network. The bills, sponsored by Middletown Democrat Louis DiPalma in the Senate and Tiverton Democrat John Edwards in the House, would allow the Turnpike and Bridge Authority, through the Division of Motor Vehicles, to block toll violators from renewing their driver's licenses or registrations. Currently the Turnpike Authority needs to petition the Rhode Island Traffic Tribunal to suspend licenses for toll violations, a process Authority officials describe as an inefficient and insufficient deterrent. On Wednesday the state Senate passed three of four DiPalma Turnpike Authority toll bills after a short debate with echoes of the much longer arguments over truck tolls that took place this winter. One of the bills, which would exempt the Turnpike and Bridge Authority tolls from a series of state administrative appeals protocols, drew eight "no" votes.
