Malloy Vetoes Bill That Would Classify Coaches, Refs as Independent ContractorsGov. Dannel P. Malloy signed into law more than 30 bills over the past two days. Among the measures to receive his OK was a bill to change the disability symbol on parking spaces. He also endorsed a bill that addressed sexual assaults on college campuses. But the Democratic governor vetoed two pieces of legislation. House Bill 5247 would have expanded legislative oversight over executive branch agencies and limited the contracting authority of the Office of Policy and Management, he said. The second bill vetoed by Malloy would have classified coaches and referees as independent contractors under the state's labor laws. The state Labor Department has conducted 95 audits of athletic programs over the past three years and found that 46 percent of those organizations misclassified their workers. House Bill 5261, which passed the labor committee unanimously, would have exempted coaches and referees who work for private or public athletic programs, other than public schools, from unemployment taxes and compensation laws.
