The state’s top watchdog is calling a former municipal electric department manager’s nearly $500,000 buyback bid for unused sick and vacation time “a waste of public funds.” Wayne Doerpholz, the longtime manager of the South Hadley Electric Light Department, expects $223,657 for unpaid vacation leave and $247,413 in unused sick time, according to a letter from Glenn Cuhna, the state’s inspector general. Cuhna said his office has found “significant evidence that challenges the legitimacy of Doerpholz’s claimed payout entitlement.” The IG is urging the electric light agency to “exercise due diligence” because paying him
