FRANKFORT, Ky. - A health care advocacy group recommended Thursday that no health insurance premiums or additional co-payments be part of any changes that Gov. Matt Bevin is seeking to Kentucky’s Medicaid program. The group – a coalition called Kentucky Voices for Health – instead recommends changes aimed at engaging consumers in their care and fostering innovation in pilot programs for health care delivery it says can manage cost without creating barriers to care. And the group, which has backed former Gov. Steve Beshear’s expansion of Medicaid and full embrace of Obamacare, recommends ways to ensure transparency and the participation of stakeholders in the Bevin administration's process of developing and implementing a federal waiver that would approve changes to the program in Kentucky. “Kentucky has made tremendous gains in improving the health of its people since the expansion of Medicaid," said Emily Beauregard, executive director of Kentucky Voices for Health, in a news release. "More Kentuckians are receiving preventive services, substance use treatment and other critically needed care than ever before.
