Lawmakers will have several recommendations to consider as they work over the coming weeks to adjust and amend the rules and regulations for the island’s long-awaited medical marijuana program. While the Guam Legislature’s public hearing room was filled Tuesday evening with supporters of the medicinal cannabis program, many were displeased with the Department of Public Health and Social Services’ latest draft of the rules. Those who testified overwhelmingly criticized the $25,000 proposed cost to operate a dispensary or cultivation site, believing the fees were drafted to support big businesses and create a monopoly on the market. “It’s driven by money (and) greed,” said Ernest Wusstig, a 67-year-old farmer from Dededo.
