Supreme Court to review Virginia House of Delegates districtsThe U.S. Supreme Court will take up a challenge to Virginia House of Delegates districts to determine if state lawmakers improperly packed African-American voters into a dozen districts. A three-judge panel of federal judges upheld the districts as constitutional last year. In a 2-1 ruling, the U.S. District Court panel found that the plaintiffs, who argued the map was drawn to benefit Republicans by diluting African-American voting power, failed to prove race was the primary factor in drawing 11 of the 12 districts. Race was found to be the driving force in one district. But the majority ruled race-focused redistricting can be permissible in order for the state to comply with federal anti-discrimination law.
