The back and forth between the University of the Virgin Islands and Attorney General Claude Walker about whether territorial laws about government transparency applies to the school turns on the language of the law and what each side says those words mean. The point at issue: Must the university fulfill requests from the public to provide a list of staff and faculty names, jobs and salaries? For several years, the university has refused to provide The Daily News with such a list, making it one of the few public university in America that does not disclose such information.
