Noonan holds meeting after Shumlin accused of protecting appointees’ jobsMONTPELIER — Vermont Labor Commissioner Annie Noonan backed away from reclassifying the position of a division director after Republican leaders accused Gov. Peter Shumlin (D) of acting secretly to protect exempt appointees’ jobs beyond his tenure. On May 23, Vermont Lt. Gov. Phil Scott and House and Senate minority leaders urged Human Resources Commissioner Maribeth Spellman to halt the reclassification of exempt positions into classified positions until after Shumlin leaves office. In the letter, the three Republicans cited “concerning reports” that heads of state agencies and departments were seeking to transfer Shumlin appointees to protected classified positions, effectively shielding them from being replaced under a future administration. While GOP leaders didn’t give examples, publication of their letter by Vermont Business Magazine forced an emergency meeting between Noonan and Workforce Development Division Director Rose Lucenti, according to information Watchdog.org obtained through a public records request.
