BOSTON -- The Massachusetts Senate voted Thursday to press ahead with debate on its sweeping zoning reform bill over the objections of its Republican leader, who said the bill was not thoroughly vetted and could lead to confusion and litigation. A handful of Democrats joined Minority Leader Bruce Tarr and the Senate's Republicans in voting to send the bill back to committee for more work. The motion to recommit the bill to committee failed 11-27 and the legislation's supporters said the bill, if approved, would lead to the production of needed housing units across the state. Five Democrats joined six Republicans in voting to recommit: Sens. Eileen Donoghue of Lowell Jennifer Flanagan of Leominster, Jason Lewis of Winchester, Michael Moore of Millbury, and Joan Lovely of Salem. Following initial speeches in support of the bill (S 2133) from four senators, Tarr stood to raise the issue that the redrafted bill presented by the Ways and Means Committee included sections that were not subjected to a public hearing before reaching the floor.
