Governor Raimondo proposed several changes to the state's medical marijuana program through the 2017 budget. A guide to some of the proposals and how they've changed: Tag system — Raimondo wants to tighten regulations for marijuana patients and their private growers or "caregivers," requiring they buy tracking tags for each plant they grow. Her plan charged between $150 and $350 a tag. — The House agreed to the tagging plan, but tags would cost $25 each. Compassion centers — Raimondo wants to reduce the surcharge the state's dispensaries pay to the state on each sale from 4 percent to 3 percent to equalize competition between dispensaries and private growers or caregivers. — The House left the surcharge at 4 percent.
