Diana Rauner calls early childhood education funding 'hot mess'Gov. Bruce Rauner oversaw a rather awkward scene Thursday, hosting a meeting of his Cabinet on children and youth during which wife Diana Rauner talked about the "hot mess" that is funding for early childhood education in Illinois. The meeting was held after the Ounce of Prevention Fund, which Diana Rauner oversees as president, joined dozens of nonprofit groups in suing the Rauner administration for more than $100 million in services they've provided but have not been compensated for because of the ongoing budget impasse. Diana Rauner narrated a slideshow in which she said Illinois was heading in the right direction on early childhood education, "for the most part." She classified funding for early childhood education as a "hot mess," noting it's not a centralized system but is divided at the federal, state and local levels where eligibility and program requirements can vary greatly. "We don't make it easy for programs to blend and braid and provide all of the services and supports that families can use or need to ensure health development," Diana Rauner said.
