BATON ROUGE — House Bill 2, which is being debated in the second special session of the Louisiana Legislature, passed the House with $1.4 billion dedicated to public construction projects throughout the state. While it passed without the drama from the general session when the bill withered in the House during closing hours, a few legislators expressed dismay with the political misuse of the bill that coerces members to vote one way or the other. Listed below are the region’s Priority 1 or Priority 2 capital outlay projects. Priority 1 projects already have a line of credit and are underway. Priority 2 are projects showing up for the first time but are ready to go. There are three priority categories. Under the state’s current fiscal constraints, the projects in the lowest priority have no possibility of getting a line of credit to begin. Projects must have funding from a local or federal partner. Any of the following projects potentially could be eliminated by the Senate during the special session. So far, no projects were eliminated.
