Honolulu PD officer accused of rape allegedly caught in act by girlfriendA 37-year-old police officer was indicted today on charges of raping a 14-year-old relative of his girlfriend in their Kapolei home last week, according to court documents. Jessie Laconsay is being held at Oahu Community Correctional Center, unable to post bail of $500,000. An Oahu grand jury indicted him today on two counts of first-degree sexual assault and one count of third-degree sexual assault. According to a police affidavit, at 6 p.m. on June 7, Laconsay’s 32-year-old girlfriend arrived at the home in Kapolei, where she had been living with the suspect for a year, to find the suspect “having sex” with her teenage relative. Sexual contact with a minor under 16 is considered sexual assault under Hawaii law. The suspect admitted to his girlfriend, whom he had been living with for eight years, that he had sex with the juvenile female on two other occasions, according to court documents. Laconsay, a patrol officer assigned to Windward Oahu, was arrested June 8 at 12:20 p.m. at Army Beach in Waialua and taken to the hospital with wounds that police said were self-inflicted.
