Passaic, ex-fire department official settle civil rights lawsuit for $191KPASSAIC — The city and a former fire department administrator have settled a civil-rights lawsuit for $191,414, according to an account in The Record. The former administrator, Douglas Johnson, an African-American, said in a 2011 filing that he had been denied promotions because of his race and said "an insidious pattern of discrimination" had kept him from moving up the ladder, the newspaper reported. The suit was settled in March and The Record obtained it under an Open Public Records Act request, it said. Under the agreement, the city admitted no wrongdoing and entered into the settlement "solely to resolve all differences without incurring" additional expenses, according to the report. The agreement also barred the parties from discussing the settlement. Many of the working-class residents of 280 Gregory Ave. lost everything when an eight-alarm fire tore through the top floors of the apartment building.
