CAMDEN - A Berlin man has sued the Camden County Police Department, claiming he was stopped without reason, then restrained and beaten by a rookie officer. Richard A. Hicks Jr. contends he was the victim of officers' use of excessive force on June 13, 2014. According to a federal lawsuit filed this week, Hicks was on a sidewalk waiting for a bus when he was approached by multiple officers who, without cause, asked him for identification. When Hicks refused, the officers proceeded to attack, subdue and restrain him by grabbing his arms and smashing him to the ground, the suit alleges. While on the ground, the suit claims, Hicks was struck in the face and head repeatedly by Officer Carl Tucker.
