Fate of convicted public officials’ pensions to rest in state voters’ handsALBANY – New Yorkers will be asked in a statewide referendum as early as next year whether public officials convicted of corruption should be stripped of their pensions. It was among the agreements being cobbled together late Thursday night in the Capitol as lawmakers tried, but failed, to end their 2016 session as scheduled. The session is now expected to end sometime Friday. Lawmakers agreed to a pension forfeiture bill less restrictive than one agreed to last year; it will still take another session of the Legislature next year to give final passage to the measure. The deal tightened the definition of who can lose a government pension to cover elected officials and top policymakers. The sides also agreed to a plan put forward by Gov. Andrew M. Cuomo to place new limits on independent campaign committees, which critics say often can be anything but independent in their dealings with what are supposed to be arms-length campaigns of political candidates, sources said Thursday evening.
