Senate OKs $8.9B budget; General Assembly wraps up after all-nighterPROVIDENCE, R.I. — Rhode Island’s part-time lawmakers called it quits for the year shortly after 6 a.m. on Saturday morning, after an all-night session that saw the 1:34 a.m. passage of a new $8.9 billion state budget for the year that begins on July 1. After one-last failed pitch by Sen. Leonidas Raptakis for a public vote on giving the governor a "line-item veto,'' the Senate approved the spending bill, to keep the wheels of government spinning, on a 32-to-3 vote. The three nay votes were cast by Republican Sens. Nicholas Kettle, Elaine Morgan and Mark Gee. Next stop: the governor's desk. Before closing up shop, the House and Senate had approved a bill to crack down on brothels masquerading as "massage parlors"; and the only gun-control measure that gained any traction at the State House this year.
