State's Obamacare Insurance Exchange Website Still Down Saturday The state's Access Health website has been unavailable since Friday afternoon, and officials said were still working to bring it back up on Saturday afternoon. Access Health CT had said shortly after noon on Friday that it expected the website to be down for 24 hours. Officials there are working with state technology workers, Deloitte and IBM to fix the site. The website is the state's health insurance exchange under the federal Affordable Care Act that was signed by President Barack Obama. "We want to remind our customers (Private Plan and Medicaid) that during this time, while the system is unavailable, they will not be able to enroll, update their status or shop for plans," Access Health CT CEO Jim Wadleigh said in a statement Saturday. "We apologize for the inconvenience this has caused users and our customers.
