Ethics Board To Rule If Wade Has Conflict In Anthem-Cigna DealHARTFORD — The Citizen's Ethics Advisory Board voted unanimously Thursday to make a decision — after a fact-finding mission — on whether Insurance Commissioner Katharine Wade should recuse herself from supervising the department's review of Anthem's request to buy Cigna. Wade, who worked as a lobbyist at Cigna until 2013, told the department in September 2015 that she didn't think she had a conflict of interest. Wade cited the fact she did not work on merger talks before she left the company as one of the reasons for not having a conflict. She also said it would not affect her husband, who works at Cigna, if the acquisition was completed. Office of State Ethics General Counsel Barbara Housen said the staff's recommendation on Wade's status would be ready by the board's August or September meeting.
