JACKSON – Many numbers have been thrown around while discussing the likely revenue shortfall for fiscal year 2016, which ends June 30. There has been speculation that Gov. Phil Bryant will be forced to call a special session as soon as the upcoming week to deal with the shortfall. In putting the shortfall in perspective, two numbers – one precise and the other an estimate – are crucial to gaining some understanding of the complexities of the state budget. The number that is precise is $206 million. That is the amount of money in recurring revenue below the estimate that the Legislature used in the 2015 session to build the budget for the fiscal year that started July 1, 2015 and ends June 30.
