A Salem woman has won an $800,000 judgment against the city of Salem after a public works employee crashed into the side of the woman's car. But Phyllis Murray said the amount she actually receives won't even pay her medical bills. In April 2013, city employee Michael Broaddus was working on a signal box at Commercial Street and Fairway Avenue SE. He parked his utility truck at the northeast corner of the intersection to examine the electrical box. Then, he proceeded northbound onto Commercial Street, intending to make a U-turn to put the truck under the traffic lights, according to a court document. While he was re-positioning the truck, Murray, a longtime real estate broker, made a left turn from Fairway onto Commercial. The parties disagree about what happened next. Murray contends that she was driving in the left lane and while she was beginning to pass the truck, the driver attempted a U-turn and hit the passenger side of her car.
