The issue of school district spending thresholds and what, if anything, lawmakers should do about them became a campaign issue last week. On Tuesday, Nick Charyk, campaign manager for Democratic gubernatorial candidate Matt Dunne, sent out an email asking for supporters to sign a petition calling for the repeal of the spending thresholds associated with Act 46, the school district merger law adopted by the Legislature. “The spending caps have been problematic from the beginning,” Charyk said. “Instead of making long-term decisions about educational investments and collaborating to improve education for their kids, Vermont school boards are proposing to cut budgets, spend down reserves, and abandon long-planned initiatives in order to stay under the thresholds.” Approximately one hour later, Rep. Kesha Ram, D-Burlington — who is running for lieutenant governor — announced a press conference in which she called for the repeal of the spending thresholds.
