For years, planners thought the Virginia Port Authority would pay $200M toward Craney Island Connector. Not so, says the Port. For eight years or so, transportation planners have listed the $236 million Craney Island Connector project, a crucial part of the proposed Third Crossing, on its long-range plan. And under that plan and other documents, a footnote: “Craney Island Connector will be constructed and funded as part of the Port expansion project and will not use Hampton Roads Transportation Fund revenues.” Planners got a surprise this month: The Virginia Port Authority said “not so fast;” don’t plan on its $200 million contribution toward the project. The connector, a four-lane highway and rail project between the proposed Third Crossing and Portsmouth, would hug Craney Island and provide access to Virginia International Gateway to help with freight travel time and reliability.
