AUSTIN — It is not often that a legislative panel spends more than hour with a single witness but when it happens, it is usually a high level public official such as the head of a state agency or a university president. On Friday, Janet Thomas, a Katy resident, was at the witness table of a Texas Senate panel for an hour and five minutes to talk about her support for “sanctuary cities,” legislation that would prohibit local governments to discourage their law enforcement agencies to enforce federal immigration laws. Thomas was asked — and at times grilled — about the documentation she furnished to the Veteran Affairs & Military Installations Subcommittee on Border Security. She also spent quite a bit of time listening to senators debating the pros and cons of the contentious issue.
