Florida utility-rate oversight could change in proposed Public Service Commission changesA House panel Wednesday is expected to take up a bill that would revamp the Florida Public Service Commission and the state Office of Public Counsel and place new requirements on utility regulation. The bill (PCB EUS 17-01) would lead to the appointment of Public Service Commission members from five different districts of the state. Those districts would mirror the areas of the state's five district courts of appeal. Current law does not require district representation on the Public Service Commission. Also, the bill would lead to the Office of Public Counsel, which represents consumers in utility cases, moving under the attorney general.
