Rauner threatens veto after Democrats pass higher education spending bill Illinois Democrats Thursday quickly passed a bill authorizing spending for community colleges and financial aid for needy students. However, Republican Gov. Bruce Rauner threatened to veto the bill because it does not come with additional money needed to cover those spending promises. Democrats in the House and Senate, where they are in the majority, provided the only votes to pass Senate Bill 2043 that authorizes spending $721 million on community college operations, grants through the Monetary Award Program, along with some vocational and adult education programs. A final budget for higher education hasn’t been put into law and isn’t covered by the various consent decrees, court orders and automatic appropriations that have kept about 90 percent of state spending going out the door.
