Wisconsin families seek better access to substance abuse treatment with 'no wrong door' bill
After struggling with addiction for more than five years — including a few stints in treatment — Julie Flood's son, Austin, was ready to make a change.
Austin Flood, 21, received his health insurance through BadgerCare, Wisconsin's version of Medicaid. He sought residential treatment in Green County, where his parents live at his last documented address, but the county couldn't fund his treatment. He was put on a waiting list for drug and alcohol counseling.
In the months that followed, he broke the law, as he had for years, and was incarcerated. When he was released, he no longer qualified for residential treatment, because he hadn't been using while he was in jail.
"It’s a referral circle that goes round and round," Julie Flood said.
