NORFOLK -- Norfolk Public Schools breached federal grant rules last school year by not maintaining adequate teacher-student ratios or proper documentation for certain programs, according to a recent audit report. The problems didn’t affect funding, according to Cheryl Xystros, a partner with the accounting firm KPMG. She spoke about the audit at a School Board meeting last week. The division ultimately got a clean review, but certain programs and processes warrant greater oversight, according to the report. Two of the three findings involve the Title I program for schools serving high numbers of children from low-income families. Last year’s audit noted similar problems. The other finding focuses on adherence to special education program requirements. The division did not demonstrate sufficient teacher-student ratios at Crossroads School, which is a Title I school, compared with Ghent School, a non-Title I school, according to the audit report. Both serve kindergarten through eighth-grade students. Crossroads had just over 10.5 students for every teacher, and Ghent had about 9.4.
