NJ Supreme Court rules on Elizabeth school principal's demotionELIZABETH — In 2010, the Elizabeth Board of Education closed a school and cut staff, resulting in then school principal Christina Silviera-Francisco being demoted and assigned once again to teach in a classroom. Silviera-Francisco fought the move, sparking two hearings before a state administrative law judge, a review by the state education commissioner's office and a state appeals court ruling. The case reached the Supreme Court, which last week issued a ruling and ordered yet another court hearing, even as the legal costs covered by taxpayers continue to mount. While the litigation took a twisting course through several hearings — the education commissioner at one point rejected a recommendation to dismiss the case and a state appellate court ruled that the Elizabeth school board had failed to correctly file an appeal — Silviera-Francisco last year was once again appointed a school principal in the city.
