RICHMOND -- The state Senate on Monday passed measures to expand absentee voting. Three bills now go to the House. - SB106 by Sen. Rosalyn Dance, D-Petersburg, would allow people to vote absentee in person before an election without providing an excuse for why they couldn't vote on election day. The bill failed on an initial vote but then passed 21-19. Two Republican senators, Jill Holtzman Vogel of Fauquier County and Dick Black of Loudoun County, joined all 19 Democrats to pass the bill. Hampton Roads senators supporting the bill: Kenny Alexander, D-Norfolk; Lynwood Lewis, D-Accomac; Mamie Locke, D-Hampton; Louise Lucas, D-Portsmouth; John Miller, D-Newport News. Hampton Roads senators opposing the bill: John Cosgrove; R-Chesapeake, Bill DeSteph, R-Virginia Beach; and Frank Wagner, R-Virginia Beach.
