Lt. Gov. Ralph Northam breaks tie to defeat gun bill expanding concealed carry rulesRICHMOND — Lt. Gov. Ralph Northam on Monday broke a 20-20 tie to defeat a bill that would let eligible Virginians carry concealed weapons without a permit. Sen. Richard Black, R-Loudoun, proposed the measure. Sen. Emmett Hanger, R-Augusta, voted with the 19 Democrats to create the tie. The vote came days after Gov. Terry McAuliffe, a Democrat, and Speaker of the House Bill Howell, R-Stafford, hailed a bipartisan agreement on gun policy. Black has said that his measure, Senate Bill 48, makes "the Second Amendment the only concealed carry permit you need."
