State employees would get a 3-percent pay increase starting July 1 if a proposal approved Monday by a Senate committee becomes law. SB 478 by Sen. Arthenia Joyner, D-Tampa, sailed through the Government Oversight and Accountability Committee without any opposition and with the public support of a handful of associations, including those representing police, firefighters and state attorneys. Gov. Rick Scott did not include a pay increase for the 98,100 employees in the State Personnel System. Scott’s budget recommendations include a $1 billion tax cut geared toward business interests and another $250 million for incentives to lure companies to move to Florida. He said the package is part of his efforts to make Florida the most business friendly state in the country. Workers last received a 3-percent increase in 2006. In 2011 they were required to start paying 3-percent of their wages toward pension costs. In 2014, employees received a boost — $1,400 for workers making under $40,000 a year and $1,000 for those making more — to help cover that surcharge.
