FRANKFORT -- Several state senators on Tuesday walked a controversial anti-abortion bill from the Senate chamber on the third floor of the Capitol to the first-floor office of Gov. Matt Bevin, who quickly signed the measure into law. Longtime veterans of the Kentucky General Assembly said they never had seen such a sight. One day after the state Senate gave final approval to Senate Bill 4, Bevin put his signature on the legislation known as the “informed consent” bill. The measure, as approved by the House and Senate, requires women to have a face-to-face or live video-chat medical consultation at least 24 hours before an abortion. It takes effect mid-July.
