FRANKFORT, Ky. - Hundreds of people gathered at the Capitol on Tuesday gave a rousing reception to Gov. Matt Bevin, who spoke at an hour-long rally in the Rotunda for people with disabilities. "This administration takes the needs of this community seriously - we do," Bevin said, drawing cheers and applause during his brief comments. But the prospect of steep cuts to human service programs in Bevin's proposed two-year budget overshadowed the annual event called 874K Kentucky, named after an estimated 874,000 state residents who have a disability. Many of them depend on state programs for daily living, home or job support and services such as mental health treatment.
