House resolution would prohibit diverting lottery funds from educationFranklin County’s Rep. James Kay (D-Versailles) celebrated a victory in the House’s Education Committee Tuesday morning with a joint resolution prohibiting legislators from diverting future lottery funds. Representing the 56th District encompassing parts of Fayette and Franklin Counties and all of Woodford County, Kay presented a joint resolution ensuring the College Access Program (CAP), the Kentucky Tuition Grants Program (KTG), both of the state’s needs-based scholarship programs, wouldn’t lose appropriate funding from lottery sales. The provisions of the resolution would apply $3 million to literacy programs and 55 percent of the remaining funds to the scholarship programs. From fiscal year 2011 to fiscal year 2016, both scholarship programs received $28.5 million less than provided by statute.
