Saying it could save $500 million a year, Gov. Bruce Rauner Tuesday backed legislation to revamp state purchasing laws to streamline the process. Rauner said the savings could help the state meet its financial challenges. “Procurement has been one of the largest sources of waste and abuse in this state,” Rauner said. “It’s frustrating the level of incompetence and inefficiency in the system. We believe if we do this right, we can save over half a billion dollars a year while increasing the quality of the outcomes.” Rauner said there are too many groups involved in the procurement process. “When everybody’s in charge, nobody’s in charge,” he said. “Forty-one states have only one chief procurement officer.
