Two bills targeting Planned Parenthood of Wisconsin in all likelihood are headed to Gov. Scott Walker for his signature. Both may do nothing. The two bills are designed to cut — though not eliminate — the funding that Planned Parenthood receives from the state and federal government. But one bill, which has been passed by the Legislature, deals with money that the state doesn't control. The other, which still awaits approval by the Assembly, would mandate a change that would require federal approval, and, even if that was successful, could be challenged in court. "It seems like a waste of time and effort on everybody's part," said Jacquelyne Bodden, a nurse practitioner and president of the Wisconsin Family Planning and Reproductive Health Association.
