R.I. charter schools backers worry about proposed budget changesPROVIDENCE, R.I. — Charter school advocates expressed dismay Wednesday over changes to the school funding formula that, if approved by the legislature, would strip $3.6 million from their budgets. Charter schools are already reeling from two bills, passed overwhelmingly by the House last week, that would effectively impose a moratorium on new charters and charter expansions. Advocates say that the latest amendments to the funding formula could have a crippling impact on existing charters, whose students comprise about 4 percent of the state's total public school enrollment. Blackstone Valley Prep, a network of mayoral-run charter schools in northern Rhode Island, stands to lose $590,000, the new RISE Mayoral Academy in Woonsocket would lose $37,000, while the Achievement First charter school in Providence would lose $230,000, according to Rhode Island Mayoral Academy spokesperson William Fischer. Charter schools are publicly funded. They differ from traditional public schools because they have greater flexibility over such matters as hiring and the length of the school day.
